Phi Sigma Kappa Fantasy Football League (PSKFL) — Constitution
Consolidation note (2026-08-03): All draft-day amendments through the 2025 Asheville draft have been incorporated into Sections 1–3. Section 4 preserves the original amendment log. Unresolved items that still need a league vote or confirmation are marked ⚑ NEEDS RULING / ⚑ CONFIRM.
1. General
The primary objective of the Phi Sigma Kappa Fantasy Football League (PSKFL) is to establish and foster brotherhood, scholarship, and character — while drinking a bunch of beers and not acting like pussies. League unity above all.
1.1 Franchise Ownership
A co-owner may be added to a team only if a majority of the other Franchise Owners approve.
1.2 Keepers and RFRs
PSKFL is a keeper league with the following stipulations:
- A player to be kept must have been drafted, picked up off waivers, or kept in the prior year (you can keep anyone).
- The price to keep a player who was drafted or kept the prior year is 2× the prior year's price, with a minimum of $10. The price to keep a player picked up off waivers as a free agent is $15.
- A player can only be kept and/or RFR'd twice before returning to the draft pool. Keepers and RFRs draw from the same player pool — a player kept and/or RFR'd two years in a row cannot be kept or RFR'd for a third year.
- Players who are traded and/or picked up off waivers may be kept, assuming they do not violate any of the rules above.
- The League Ass is not allowed a keeper or an RFR.
Restricted Free Agents (RFR). Each team owner retains rights to one of their players through the RFR program by designating one player as an RFR. The base RFR requirements are the same as the keeper policy above, with one exception: each owner must complete at least 1 trade during the season to retain the right to an RFR at the following year's draft.
Keepers are secret until the draft. At the draft, when someone unknowingly nominates a keeper, the keeper's owner shouts "No! Mine!!" to reveal it. The owner who nominated the keeper for bidding loses their turn to nominate, and the draft continues with the next person in the nomination order.
RFRs are due at 11:59:59 PM EST the night before the draft. At the draft, when an RFR is nominated, the league transitions to a BAFO (Best And Final Offer) system: each owner writes down their BAFO and submits it by secret ballot. The RFR's owner may either keep the player at the highest price submitted or surrender them to that bidder at that price.
⚑ CONFIRM: "RFR" is expanded as "Restricted Free Agent" but the mechanic is a right-to-match / right of first refusal (the "RFA" acronym would otherwise apply). Keeping the league's established "RFR" term; flag only if you want the expansion corrected.
1.3 Off-Season Transactions
- FAAB begins immediately after the draft.
- The previous year's winner receives no free agents until they transfer the trophy to the next winner with an updated plaque. The Commissioner orders the new plaque.
- Off-season trades are NOT allowed, and auction dollars may NOT be traded.
1.4 Free Agents
- Free agents are acquired via blind auction. Highest bid wins; a tie-breaking system is automatically generated by the CBS site each week.
- If you owe funnels and/or have not paid league fees, your add/drop rights are restricted (see also the "Brad and Kevin are Cheatin' Cheats" clause in §1.8).
- Zero-dollar bids are allowed.
- You may NOT add a player dropped in the same week under any circumstances.
- $100 of your league fee funds your free-agent budget. Unused free-agent funds are returned to you at the end of the season.
- Thanks to Thursday Night Football, you get four (4) free-agent chances every week. If you do not land a free agent, that is 100% on you. If you perform an add/drop that results in an illegal lineup at kickoff, see the Stanoch Clause (§1.8).
1.5 Trades
- No individual team-owner trade voting or vetoes. Trades require Commissioner approval only.
- One-week trades are ILLEGAL. If you trade a player, he may not be returned to your roster for two full weeks. Any form of one-week trade is rejected.
1.6 Finances and Payouts
- The league fee is $500, of which $100 goes toward your free-agent auction budget. Any unused FAAB dollars are refunded at the end of the season.
- $10 is paid out to the team with the highest weekly score during each regular-season week (Weeks 1–14): $10 × 14 = $140 in weekly high-score payouts.
- $200 is paid out to the winner of the Eliminator (see §1.10).

The actual prize pool is calculated as:
Actual prize pool = (League Fee × 12 owners) − FA refunds − Draft Costs − Weekly High-Score Payouts − Eliminator Payout − Plaque Cost − League Site Fee − Cost of Tiebreaker Puzzles
Notes: roughly $1,000 of the prize pool funds the League Draft Party, per tradition. The CBS league site fee is currently $150.
⚑ CONFIRM (record-keeping): The amendment log ends the fee history at the 2021 raise "$300 → $400." Per league ruling the fee is $500; the amendment that raised it $400 → $500 is not in the log. League Ass should record which draft passed it. Likewise, the $140 weekly high-score payout is in effect but is not traced to a logged amendment.
1.7 Tie Breakers
A head-to-head matchup is a tie if the margin is under 1.00 point (e.g., 100.0 to 99.5 is a tie; 100.5 to 100.0 is a tie) — you must win by at least a full point, otherwise it goes to a puzzle-off.
Tied owners compete in a 3-piece challenge — mental, physical, and drinking — ideally a 100-piece puzzle, 30 push-ups, and 5 beers, in any order. The competition must at minimum include the competitors and an independent witness via video conference; ideally it is open to the league. Live in-person tiebreaker challenges are also acceptable. The challenge must be completed before the start of the Sunday morning games the following week.
Stat corrections / scoring changes are allowed up until the Thursday free-agent period.
1.8 Funnel Rules
Also known as the "Tall Steve Rule." During the regular season, if your team scores under 80 points in a single game, you must take 1 funnel for every 2 points under 80 that you scored. Video evidence must be posted to the league to document your shame; failure to do so restricts your ability to pick up free agents. A shotgun is a shameful but acceptable substitute for a funnel.
Amendments to the Funnel Rule:
- If you get beaten by twice your score or worse, that's a funnel.
- Paddling the school canoe — you better believe that's a funnel.
- "Budwin Clause": funnels must be alcoholic in nature — no seltzer water or Diet Sprite. Also, when determining the number of funnels owed, always ROUND UP.
- If you owe funnels, you lose one (1) free-agent dollar for each funnel not funneled by the kickoff of the first game of the week.
- All funnel evidence must be video — pictures are no longer accepted.
- "Stanoch Clause": an illegal lineup is the gravest penalty in the league. An illegal lineup results in an automatic loss for the week, 31 funnels in penalties, and the loss of free agents until the funnels are paid.
- You may not "store" funnels — funnels only count during the official funnel-off period.
- "Brad and Kevin are Cheatin' Cheats" Clause: free agents and trades are disabled for owners who owe funnels.
- Low-score (Tall Steve Rule) funnels owed may be bought out for $5 per funnel; the money goes to the prize pool.
1.9 Officers & Governance
The league has three offices:
- Commissioner — currently Julio. Approves trades, orders the annual trophy plaque, and administers the league.
- League Ass — currently Chip and Bill. The Toilet Bowl overall loser(s) (see §3.4); when a co-owned team finishes last, both owners serve jointly. Duties in §3.5; no keeper or RFR (§1.2).
- Supreme Court — the league's highest judicial body, with exclusive and final authority to interpret this Constitution. Three (3) Justices, who must be current Team Owners, are nominated and elected via the league listserv (pskfl@googlegroups.com); each team gets one vote per vacant seat, and an election is void if fewer than 7 teams vote. A seat vacates on missing a draft in person, resignation, withdrawal from the league, or after 3 years since last election. Any Team Owner (with a second) may bring a constitutional dispute to the List; the Court rules within 24 hours, and the senior Justice in the majority writes the opinion (seniority: tenure → votes → most recent head-to-head → ritual order). (The Treasurer and Secretary roles named in the 2016/2018 amendments are no longer active positions.)
1.10 The Eliminator
A season-long side contest with a $200 prize (§1.6). All teams are entered at the start of the season. Each week, the lowest-scoring team still in the contest is eliminated; the last team standing wins.
- If two teams tie for the lowest score in a given week, both are eliminated.
- If the last two remaining teams tie, both continue to the following week.
2. The Draft
2.1 Draft Location
The league nominates and votes down to 4 candidate locations. Each nominated location must include a city and state, and each of the 4 finalists must be league-approved by a minimum of 7 votes. The Super Bowl winner then chooses from that pool. Draft location and timing are set relative to the NFL Super Bowl date (not Christmas).
The League Ass must have the draft location set up by the end of February. The League Ass does one funnel for each day past February that the location remains unselected. The nominator of the chosen location is accountable for draft planning, and the League Ass must perform any planning tasks delegated to them.
2.2 Auction Draft
PSKFL is an auction-draft league. The draft is held at the determined location on either the 2nd or 3rd weekend in August, depending on QQ's and Jordan's kids' birthdays (Jordan maintains the draft-date calendar for the next 25 years).
- Each owner receives $200 auction dollars to draft their team.
- Not all $200 need be spent, but leftover dollars do not carry into the regular season or the following season.
- All owners must draft a full team — 17 players (16 before the Aug-2025 draft) — including at least one kicker and one DST.
- Minimum bid is $1, and all bids are in $1 increments.
Nomination order is determined at random; the "auctioneer" is the previous nominator. Nominations proceed in straight (non-snake) order — 1 through 12, 1 through 12, and so on.
2.3 Draft-Day No-Shows
You must attend the draft in person. Failure to attend results in the loss of your keeper and your RFR, regardless of whether you send a proxy. Miss two drafts in consecutive years and you are removed from the league. If you miss the draft, you may NOT nominate a city for the following year's draft.
2.4 Draft-Day Rule Nominations
- You do not have to nominate a new rule.
- A rule passes by majority vote of present owners (delegates do not count).
- Passed rules take effect the FOLLOWING season unless the rule specifically states otherwise.
- A rule that does not pass carries a 1-funnel penalty for its nominator.
- Every owner must do at least 1 funnel before the start of the draft.
2.5 Draft-Day Rules
- The entire league does the Cupid Shuffle at the beginning of the draft.
- All-paper draft — no computers, and no internet connectivity of any kind, are allowed at the draft.
- Each owner must make a jersey and wear it at the draft. The League Ass chooses the best one (not their own); the winner chooses his seat for the draft.
2.6 Roster Composition
Rosters are 17 players (11 starters + 6 bench), including at least one kicker and one DST. The starting lineup is: 1 QB, 2 RB, 4 WR/TE, 1 flex (RB/WR/TE), 1 Superflex (QB/RB/WR/TE), 1 K, 1 DST.

2026 draft/2026 Draft Roster and Scoring Rules.md). Confirm it matches the CBS league settings, and treat that sheet as the authoritative source for any detail not captured here.
2.7 Scoring
Full scoring is maintained on the CBS league site and in the roster/scoring sheet (authoritative). Scoring rules established by constitutional amendment:
- Missed extra point (XP): −3 (2017).
- Missed field goal (FG): −1 (2017).
- Starting 2026: tight ends receive 1.5 PPR; interceptions are −3 (from −2); QB sacks are −0.5.
3. The Playoffs
3.1 Playoff Format
- Playoffs begin in Week 15.
- The top 3 teams from each division make the playoffs.
- Ties are resolved per §3.2.
- The playoffs run for 2 weeks, followed by the Super Bowl.
- Each division champion receives a first-round BYE. The remaining two teams in each division play each other in the first playoff week; the winner plays the division champion the following week. The two second-week winners meet in the Super Bowl.
Divisions. The league is split into two divisions of six teams each — Siggy and Baldwins (named for the two fraternity house names). Divisions are re-drafted every year: during draft weekend, after the auction draft concludes, the prior season's Super Bowl winner and runner-up alternately draft the twelve teams into the two divisions.
3.2 Playoff Qualification Tie Breakers
Two teams tied on overall record are resolved in this order (per NFL rules):
- Head-to-head record
- Divisional record
- Total points scored during the regular season
- Coin flip
For three or more tied teams, apply the NFL three-club tiebreak (if two teams remain tied after others are eliminated at any step, revert to step 1 of the two-club format):
- Head-to-head (best won-lost-tied percentage among the tied clubs)
- Best won-lost-tied percentage within the division
- Best net points in common games
- Best net points in all games
- Coin toss
3.3 Playoff Free-Agent Pickups
Playoff free-agent draft position is set by total regular-season points scored (Weeks 1–14): highest points picks first, down through the lowest seed; subsequent rounds run in the same highest-to-lowest order.
During championship week, Super Bowl teams have priority over consolation / 3rd-place teams:
- Waiver #1: Super Bowl team with the higher regular-season points.
- Waiver #2: the other Super Bowl team.
- Waiver #3: 3rd-place-game team with the higher regular-season points.
- Waiver #4: the other 3rd-place-game team.
Playoff free agents are automated by this priority order.
3.4 Toilet Bowl
Owners who miss the playoffs enter the Toilet Bowl. Top seeds get a first-round BYE; it is single-elimination like the main bracket. The Toilet Bowl overall loser becomes the League Ass — i.e., the bottom four teams battle to determine the worst team. Week-1 losers keep playing each other until the worst team is decided.
3.5 League Ass Responsibilities
- Manage all draft documentation: keepers, auction results, and records of all rules passed. At any moment during the draft, an owner may ask the League Ass for an update on max bids, players taken, and remaining budgets.
- Send a full draft recap to the league: every player picked and the price paid, flagged for keeper or RFR status, plus every rule proposed and whether it passed.
- Update and maintain passed rules in Section 4 of this Constitution.
- Perform karaoke, singing about how every other league owner is superior to the League Ass.
- Penalty: failure to fulfill League Ass duties costs −$5 auction dollars per duty (max −$10 auction dollars).
4. Rule Updates (Amendment Log)
All draft-day rule updates are posted here and remain in perpetuity. Draft-day rules take effect the following season unless otherwise stated. The League Ass maintains this section.
2016 Chicago:
- League Ass does not get to keep a player (0 keepers for League Ass).
- Eglesia elected League Treasurer.
- Previous winner gets no free agents until they transfer the trophy to the next winner with an updated plaque.
- You no longer have to nominate a rule at the start of the draft.
2017 Charleston:
- FAAB starts immediately after the draft — no more $0 first-come free-agent pickups to fill a roster or capitalize on injury news.
- League Ass no longer receives an RFR.
- RFRs and keepers are treated as the same player pool (a player kept and/or RFR'd two years running cannot be kept or RFR'd a third year).
- Sending a proxy results in the loss of a keeper and an RFR.
- Missed XPs = −3 (instead of −5).
- Missed FGs = −1 (instead of 0).
2018 RMNP:
- Ash is League Secretary.
- Eglesia is Commissioner.
- You can keep or RFR a player who was not drafted ($15 minimum for a free-agent keeper).
- "Secret Keeper" — keepers are not publicly announced until the draft; when someone unknowingly nominates a keeper, the owner shouts "No! Mine!!" The nominator loses their turn and the draft continues. Does not affect RFRs.
2019 San Diego:
- Stat corrections / scoring changes allowed up until the Thursday FA period.
- Payout structure: 60% champ, 25% 2nd, 10% 3rd, 5% 4th.
- League Ass must perform karaoke about how every other owner is superior.
- All-paper draft — no computers allowed.
2020 COVID Virtual Draft:
- All owners must draft a full team including at least one kicker and one DST.
2021 Chateau Sully:
- League fee raised from $300 to $400 the following year.
- Playoff free agents automated by priority order.
- Draft weekend is the 2nd or 3rd weekend of August depending on QQ/Jordan kid birthdays — Jordan to make the draft-date calendar for the next 25 years.
- Draft location determined by the NFL Super Bowl date (not Christmas).
- No Covid IR spots.
- Auction-dollar penalty for not fulfilling League Ass duties — $5 per duty, max $10.
2022 Woodstock, VA:
- League Ass must set up the draft location by the end of February.
- Must complete 1 trade during the season or lose your RFR.
- No trade voting / vetoes — Commissioner approval only.
- Commissioner orders a new trophy plaque every year.
2023 Mountain Chalet:
- Auction draft order no longer snakes — straight through nomination order.
- Playoff waiver priority in championship week set by Super Bowl / 3rd-place game and regular-season points (#1–#4).
- $0 FA bids are allowed.
- Adding a co-owner requires approval of a majority of the other owners.
2024 Montana Big Sky:
- Draft-location nominations must include city AND state.
- Nominator of the chosen draft location is accountable for draft planning; League Ass performs delegated tasks.
- Eliminator added ($200 prize), effective 2024: all teams in at the start; the lowest scorer still in is eliminated each week; last team standing wins.
- Regular flex (WR/RB/TE) added to the roster; bench stays at 6 (draft 17 players to fill the team).
- 3-person Supreme Court to decide all constitutional disputes (Sully to provide specifics).
- RFRs due at 11:59:59 PM EST the night before the draft.
2025 Asheville:
- Starting 2026, TEs get 1.5 PPR. You must win by a point or it's a puzzle-off (100.0–99.5 = puzzle-off; 100.5–100.0 = puzzle-off).
- Starting 2026, INTs are −3 (instead of −2).
- Starting 2026, QB sacks are −0.5.
- Starting 2025, if two teams tie for the lowest Eliminator score in a week, both are out; if the last two remaining tie, both continue.
- Starting 2025, low-score (Tall Steve) funnels can be bought out for $5 per funnel, paid to the prize pool.
- Starting 2025, the minimum score for the Tall Steve Rule is 80.
